Intro
Joe Ryan creates and leads high-performing teams that respond to challenges with resilience, innovation, and adaptability. He has extensive business experience and has spent most of his career contributing to technology and business improvement projects. Joe is adept at leading and contributing to culturally and geographically diverse (remote) teams. Joe holds a Master of Business Administration (MBA) from University of Maryland Global Campus (UMGC) and a Professional Certificate in Project Management (PCPM) from Duke University.
Joe has a natural curiosity of emerging technologies and their real-world implications. He is an early adopter of technology products who regularly participates in beta tests for a variety of new technologies. Joe also enjoys exploring new business models and services.

Joe received this honor for his role in creating the 2020 Census Remote Training Program.

- Leading a project with the U.S. Census Bureau to design and develop training and reference materials to support the 2023 New York City Housing Vacancy Survey (NYCHVS).
- Leading a project with the U.S. Census Bureau to create and manage training for the Post-Enumeration Survey (PES) including:
- Supporting five survey operations, five quality control operations, six regional offices, and the Puerto Rico office.
- Managing a team that designed and developed training delivered to nearly 20,000 people across the nation during the 2020 PES operation including:
- 34 training plans
- 260+ courses
- 360+ lessons
- Supervising the translation and localization of all materials for Puerto Rico.
- Managing the design and development of more than 200 documents including manuals, training guides, job aids, checklists, and other reference materials to support field operations.
- Leading a team that successfully responded to the COVID-19 pandemic by pivoting to redesign classroom training to be delivered online or through hybrid models.

Family
Joe and his husband, Mike, were foster parents in Arizona for five years and cared for 31 children between the ages of 1 and 17 during that time. Ultimately, the Ryans were able to adopt their three beautiful children from foster care in 2016 at the ages of 3, 5, and 9 years old. The Ryan family now lives in Southern Maryland – an area known for its rural charm and close proximity to Washington, DC.
When not working, Joe spends much of his time supporting his kids’ extracurricular activities that include swimming, gymnastics, parkour, basketball, kickball, soccer, roller skating, and skateboarding. The family also enjoys exploring the area and experiencing the variety of year-round activities available in the National Capital area.
